An overview of ODI’s recommendations for Pre-Budget 2025

Breaking barriers. Building an inclusive Ireland.

The Open Doors Initiative (ODI) exists to enable equitable access to employment for those most often excluded. Our Pre-Budget Submission 2025 calls on Government to take bold, practical steps that ensure work, education, and entrepreneurship are accessible to all.

Key Recommendations for 2025

  • Raise the minimum wage to a living wage, ensuring dignity in work.
  • Fund intensive English language programmes for migrants and refugees.
  • Support inclusive hiring of people with a criminal history through employer services.
  • Streamline disability employment supports into one accessible grant.
  • Invest in entrepreneurship training for marginalised groups.
  • Expand accessible remote working hubs, strengthening local communities.
